It's not disrepair, it's traffic calming

It's come to light that the appalling state of Exeter's roads is deliberate and not caused by a council that is unable to effectively repair it's own roads.

According to an internal memo that doesn't exist, councillors are quoted as supporting the scheme which has let Exeter's roads deteriorate to such a poor condition that road users have no choice but to slow down or risk damaging their cars.

As part of the on-going 'war on cars' the city's streets are now littered with holes and cracks, which are naturally occurring and cost the council nothing to produce. This scheme is much cheaper than putting in expensive traffic calming measures and could save Devon County Council thousands of pounds that will probably be spent on more traffic lights.

The memo also touches upon the increasing numbers of traffic lights springing up within the city limits. One councillor is quoted as saying "We can't let the public think for themselves; they're fucking idiots".

While this may be true, we have noticed how much better the traffic flows when the bastard things are on the blink.
