Congestion charge for Exeter?

An alleged mole at the Highways Agency in Exeter has revealed they are blocking and disrupting traffic in the city in an attempt to soften us up for a congestion charge.

The mole is reported to have said that if they can make the roads fill up with stationary traffic and most of the city impassable then we will be more inclined to be favourable of a charge to reduce traffic.

The scheme, similar to the one in London which, according to the FTA "has not delivered benefits for transport operators. Journey time savings are too slight or localised to offer operational benefits. Many remain sceptical of the advantages of the scheme and are highly critical of the way in which it is run, in particular the customer service." [1]
