Reorganising the Civil Service is like drawing a knife through a bowl of marbles.

It is unthinkable that politicians should be allowed to remove civil servants on grounds of incompetence. Of course some civil servants are incompetent but not incompetent enough for a politician to notice.

Most Civil Service work consists of circulating information that isn't relevant about subjects that don't matter to people who aren't interested.
